the war is over.. its time to realize what it did to the world so that it wont happen again.

Ive seen lots of foreigners in Hiroshima of all kinds, especially americans cause there is a US base nearby.

As you say, not all americans are foul same goes with the Japanese. Not all Japanese wanted that war, so why would you prevent them from visiting Pearl harbor if it can help them/us realize the devastating effect of war??
