考える = you make efforts to come up with an answer, idea, etc. You take the time and energy to do the thinking. If you are thinking of the ways to cut taxes or how to write your reasearch paper, you use 考える.
思う = you don't really make efforts to do this. An idea just comes up. Something can cross your mind. You thought of a girl while eating a burger. Those would be 思う .
But here's the secret. If you're not sure which one to use, use 思う. It's often safer to opt for the word that carries less responsibility. But you CANNOT always use 思う because if you do,
others might think (<< this is
思う) that you never
think things seriously (<< that is
考える).
I know it's hard for you now. But be patient. You will be using the two properly as your study progresses.
