その通りです！A common colloquial form of that is 「まだ考え中です」. Even though the grammarians would object to the phrase, you hear it EVERYWHERE.
It's simply impossible to use the verb 思う in that reply. You would sound very weird as well. If you are just
思ってる something, you are
not 考えてる hard enough.

「が」と「は」の使い方は難しいです。これをなぜか簡 単だと勘違いしている海外の日本語学習者が多いんです 。上の太字の文では「が」の方が自然です。でも「重な って山になる」という表現はとても良いですよ。
