That is a good question and the answer is no. You cannot use either 方or より in that sentence.
She is as good as Haruka. = 彼女はハルカと同じくらい良い。 同じ ＝ おなじ
More formerly, 彼女はハルカと同等に良い。 同等 ＝ どうとう
