Did you block it from your phone or did you contact the phone company? They can record the complaint for legal action and evidence if anything gets worse. Unfortunately he has probably figured out that its easy to get a disposable phone and continue calling from that number after you block the last one he used.
This really is deja vu for me. My senior year in highschool I what today wold be considered a stalker. Luckily sometime around then I learned to initimidate people - not easy at 4'11" and 118 lbs, but I did it. It took a while, but I finally ran him off. But he never got quite this bad.
DO file for the restraining order! If at all possible, don't wait till tomorrow. He could be reading all this and feel he needs to prevent it. In the U.S. there are now stalking laws that make what he is doing a punishable crime even before he is served with the order from the court. Hopefully just getting served the restraining order will get through to him that you are serious about being left alone. Whatever you do, when/if he eases up and seems ok, do not be tempted to try to be friends with him later.
Keep your distance permanently.
