Actually I think that is West Coast English. I don't think of the mid-west as accentless. Lots of reporters from other parts of the country go local in Seattle and Portland to get the "accent-free" American English down before moving to the national stage. It's been that way for decades (en vogue might not be the right term). I can't tell you how many reporters and radio people I have seen go national after doing a few years on a local Portland station.
