Hanna Montana would be the better choice since if you get the younger generation to follow then the even younger genearations and aspiring stars will follow the trend to be more appealing to others and the media. Your biggest challenge would be for the social police not to interfere, schools, parents, youth clubs, etc are all in your way. They specalize in keeping tradition and order amongst their constituency. Or you could create your own fashion trend. New York would be your main target eventually, hitting up on one of the top labels in clothing to design Lolita outfits. Usually this would be targetted to the more wealthy portions of the social spectrum. But that's okay because once the wealthy young women have their ultra expensive lolita outfits soon the middle class will follow. Many aspiring labels will copy higher end clothing styles and appeal them to the not so wealthy creating a venue of perception all on it's own. Those two ideas I think will get you more bang for your buck.
actually in one of her concerts, hannah [bleh] wears a lolita-ish skirt. but she ruins it by wearin a plaid shirt and lime green sneakers with it
