1. Copy background layer
2. Set photo flitration, from "normal" to "soft light"
3. New blank layer
4. select color, 000d5e, and paint bucket the blank layer
5. set photo flitration, from "normal" to "exclusion"

I just got this virus called "antivirus 2009" so my computer was all messed up, but it is fixed now.
