The position of Emperor of Japan hasn't changed as much as you all might think.

Sure, now the Emperor can't say something like... "Rip down that house," but in the past when he was able to say something like that, he would only say that when the political parties under him requested him to say it or if it was what the people of Japan wanted.

Now, the political parties simply don't have to request him to say anything like that, they just do it themselves.

Think of him as an honorary president that never has to sign anything. And he never has to worry about approval raitings.
