College and university are often used interchangeably in US English, but university is still a step up from college. First off, I think you're skipping something here... you have to get a bachelor's degree before you can get a master's degree. Bachelor's takes four years, and a master's degree takes two or three years on top of that - those must be done at a university. You can start at a college for a bachelor's degree but you must transfer to a university later on to finish it.

As for your second question, that depends whether or not you're fluent in Japanese...
