Hokkaido is without doubt one of the snowiest places on the planet. The town I live in, Kutchan, averages a little over 12m (around 40ft) each winter. The town is only situated at 176m (577ft) above sea level. As far as I can find this makes it the snowiest town on the planet. There are some ski areas at much higher altitudes that get more but no towns I know of. The nearby ski area of Niseko from my own recordings over the last 5 years averages up around 18m (around 60ft) of annual snowfall at 1000m (3280ft) making it one of the snowiest ski resorts. To top it off we have great summers without any of the extremes of heat and humidity that afflict much of Honshu. Anyway for a skiing fanatic like myself it's heaven!

Hope all you who are metrically challenged appreciate my conversion efforts
