Are there any chances for a foreigner comic artist to succeed in japan
as a Mangaka?

or it do not matter from where you came as long as you have a great manga to
publish ?

Anything is possible, but it helps if you have some success in your home country, first.

Anime refers to any animation where ever it came from its only us that decided to call anime as japanese animation so probably the same goes to manga.

i dont think there is much difference in manga script and your regular comics
its the artworks that differ they usually minimize body curves for serious series and they also use out of this world hair styles and color

i think about 3-4 years ago a course for animation/something similar is offered on Japanese university

if thats impossible for you then the next best thing to learn is by joining conventions or self tutorial.

but if you just want to "feel" making one get the program "anime studio pro" or "manga studio pro"

both provides the framework for making anime/manga
