well its animation but in the tense of being manga no its american for starters and its not drawn in the manga formatt

No it isn't anime, it's American tv show.

It is created in the style of japanese cartoon art but it isn't anime.

And there isn't a japanese look a like version of 'The Boondocks'.

Like the comic strip, the show is influenced by McGruder's love of anime.[4] He cites Cowboy Bebop and Samurai Champloo as sources of inspiration for fight scenes.[5] The second season features segments animated by Japanese animation studio Madhouse.[6]

i wouldnt rely on wikipedia for anything seeming its a site with mostly opinions but to answer the over all question and to agree with hiroki its not an anime

uhu the creator of カウボーイビバップ and of サムライチャンプルー is Shinichirō Watanabe (渡辺 信一郎)

Like I said, it's made like Japanese way of animation but you cannot classified it as 'anime'.

You see those numbers in the paragraph? They're citations. The citations link to interviews with the show's creator. That's how Wikipedia works. Just because your teacher said Wikipedia is an unreliable source doesn't mean everything on there is opinion or false.
