Ask for help, find someone who speaks the language you want to learn, look it up online, study the language... There's all kinds of ways.:) Do you want to learn (more) english or a language completely different?

learn as many different ways as you can.
use books, video tutorials, native speakers, other people who are learning,
watch tv and films in that language (this really really helps - you pick up so much vocabulary). and practise! never be afraid to speak it all the time.
go to a professional and learn from a teacher.
self study at home as well.
learning about the culture helps learning the language too.

ive spent the last two years studying japanese in class and at home, i watch nothing but asian tv anyway so im always used to the sound of the languages and i understand lots of cultural references i would normaly not, pretty much all due to watching tv.

grammar books are always handy to have so you can look things up you are not sure of.

but the most important thing is to be able to hear native speakers speak. as much as possible.

out of everything though, the absolute most important thing to remember is that if you dont enjoy it you'll make it hard on yourself. learn funny things to say when you're trying to remember complicated sentence structures etc. it helps using rude or comical phrases sometimes. (^_^)

-- also i will add, there is a fantastic linguist called michel thomas, he has a very interesting way of teaching - you learn from cds (listening and responding) his cd courses are amazing.
