Broken Japanese letters on some websites & apps

Specifically MikuMikuDance website & program. I can't even try translating. Afaik windows vista comes with all language packs, and Japanese looks fine on other websites including youtube and this forum, so I don't understand why this is happening.

Try View>Encoding and make sure it is on Japanese.
