No nation can be all things to all people. Not yet anyway. The US tries and look at the problems it suffers for it.

The reason of commercial whaling prohibition is because IWC adopted commercial whaling moratorium in 1982. Whaling is planned to resume after that and alongside IWC adopted "Revised Management Procedure" as new commercial whaling regulation in 1994. So whale fishermen does not have to change their job because whaling is fair.

Fin Whales have decreased heavily as compared with their best time, but now exist 30,000 at least, that is more than 3 times of Bowhead which are hunted over 50 every year.

They have vowed to set the dolphins free after catching them!

Although they will still kill pilot whales, which are technically dolphins too.
A quota of 240 seems much more reasonable then 2,000 considering Taiji only has about 3,500 residents. It not keeping up with tradition if your not killing for sustenance, and obviously 2000 kills are for commercial reasons. Super glad about that!
