Having done work with Toyota and affiliates, I am much more inclined to think that it is due to red tape and the different leaders and policies of the international branches. They don`t always seem to be on the same page.

Now that hopefully the huge media fiasco has sort of died down, it will be a lot more reasonable. Being under the microscope is fine - and likely a pretty good thing in terms of raising quality.

If we take a trip back a couple of months by to November of '09, we'll remember the Media is the only thing that might of saved lives while Toyota was still on the denial train in the US.
