According to a chart on Wikipedia, Japan has the fourth lowest intentional homicide rate behind Singapore, Senegal, and Andorra respectively. The rate actually appears to have gone down, from 0.5 (intentional homicides per year per 100,000 inhabitants) in the year 2000, to .44 most recently. America, on the other hand, is in 95th place on that chart with a rate of 5.4, and behind a slew of countries that are supposedly "evil-doers."

Second Amendment
Large Size
Libertarian (even Permissive) Democratic Culture
Large swaths of unprotected border...

The homicide rate in America is due to many things, and it would require an entire reboot of what it means to be American in order to avoid numbers like this.

Remember it was Ben Franklin himself, I believe who summarised the American viewpoint at our founding with "He who sacrifices liberty for safety deserves neither." Many other countries, notably bastions of socialist success like Europe and Asia have no such libertarian values. They are far more collectivist than America will ever be, even if it successfully creates the kind of socialist safety net that is badly needed.

As for the "evil-doers" they are so far from the libertarian and democratic ideals that this does not surprise me. If the government calls an execution justified, is it reported as homicide? Something tells me, probably not.
