Not sure how your Japanese reading/writing is but there is a couple of websites on the subject of 片付け/Katazuke (i.e. cleaning) which I think you were looking for:
http://www.katazuke.info/ http://souzi.net/ Here's an interesting website in English that talked about cleaning as well: Clutter clearing Japanese style On YouTube there are a series of videos from a TV program that talked about "clutters" and showed how they dealt with the problem: YouTube - 片付けられない･･･（2/2） I don't know if there is a specific group for "clutters" but if there was one, their website and meetings would probably be conducted in Japanese and most likely would be open only to Japanese nationals.
