I think it varies. This really depends on the school and the policies/programmes it has. Some schools do it, some don't, from where I'm from. You might also need to be involved in certain courses or activities to be entitled to an exchange. I suggest you try consulting your school's head. Otherwise, I hope someone here has a better idea, lol.

I think the easiest way is to apply to AFS (american field service)
