Identifying a historical person
 
I was wondering if I might ask for some help in identifying a historical person. I was watching this video at YouTube - Japanese Meiji Constitution and around the 1:45 minute mark he introduces a person (the person pictured) as a 27 year old samurai who opposed the Meiji Constitution and launched a short lived rebellion. He does not give the name of the individual and I cannot copy the kanji below the person's picture to preform a search as it's a video. Any idea as to who that man (pictured at around 1:45) is?
