國分（kokubun) is probably the signature of the painter.
It is probably his/her family name.

I found a female Japanese painter "國分敬子:Kokubun Keiko".

I dont think that my painting is from her, I am thinking this painting is from the late 1800's or early 1900's going by the boots and the dress, leaning more towards the early 1900's
