A lot of Lolita brands cater to Japanese people so the sizes are usually going to be smaller than a lot of American sizes. There are American indies brands that sell Lolita items as well and I think you would be better off getting commissions from them.

Oh wow! I am so happy I found this thread! I have been looking for Plus Size Lolita Websites! I have been wanting one for my birthday coming up! I was looking at fanplusfriend.com and my mom is liking the outfits as well as I! I am plus size and am happy that they have custom size orders on pretty much all of their outfits!
