How to do this hair style?

I was wondering what would be involved in styling my hair like this:

My hair is pretty much cut like that, but it's pretty straight. So I want those little waves and curls.

I ran the link through Google Translate, and I get the part about tousled blow dry with some wax fingered through, but I'm not sure what is meant by "The hair wound in a reverse winding Wankaru throughout" as said by Google. I take it this is how the random curling is done, other wise I'd just have to sit with a curling iron for awhile and if there is some sort of hair twist trick or something I'd like to know. Perhaps someone who's not a computer can give me a better idea? :p

I'm not used to styling my own hair, I usually just stick to brushing and maybe a little hair spray so any tips you have would be nice.

Could someone point me out, good resources on the subject? For some reason, I feel like learning about this, I am particularly interested in the style used by Dir en Grey members, I am not sure how it is called... Is it visual kei?
