Yes you can D: There is a community of English Lolitas, you just have to look. Also the style orginates from Victorian England.

I will avoid going outside in the rain at all costs. A pretty hairstyle does not survive misty, cloudy, drizzly weather! [Humid drizzle is the worst D:]

It's pretty normal that Lolita's don't go out when it rains. It takes time to get the hair, the makeup, the dress, everything right and what would be the point doing all that to get it ruined by rain? I refuse to go outside in my Lolita dress if it's raining, I worked hard on making it the way I wanted and I don't want it to be ruined. And a 'Japanese Lolita' is a Japanese girl or guy dressing in the Lolita style (google it if you want to know more).
