It`s stewed beef and onions over RICE, not noodles. It`s like a fast food. It has no connection to ramen.

There are shops all over the place, the biggest being Yoshinoya - which has a place down the street from me.

And yeah it's usually rice but it can also be served over noodles

I have never heard of it over noodles. Neither has my husband, his friend, his parents, or my neighbor.

You're probably right. I'm not an expert on the topic nor am I that keen on Japanese food. But then... how would you explain the picture showing it over noodles?

I looked around on the net, and there are apparently a couple of places which will give it to you on noodles if you ask. All the Japanese blogs I could find in a search were people who tried it on a dare type of thing.
