Maybe it's this suru (刷る) and not the one that means "to do". If I'm not mistaken, this 刷る means "to shave". So maybe the sentence is reading, "That guy is shaving long hair."

Bingo.

Without any context (and only in romaji) it is hard to be accurate, but could be "Men wear their hair long" or something like that.
