I was looking for one too...and I kinda found it very easily, but I doubt you will find one in here.
Secret is go to yahoo Japan and type in Japanese people looking for English speaking penpal (or similar phrases) and you will get to Internet sites which will give you better chances to find a Japanese penpal.

If you don't know how to type such thing...sorry, but wait a bit longer before looking for a Japanese penpal.

I'm looking for a pen pal who can teach me Japanese. They don't even have to be native, just someone who can 1) Teach me Kanji 2) reinforce hirigana and katakana 3) tell me if my understanding of the grammatical structures is correct. I have a buddy but he's in the process of going back to Tokyo and is unable to talk. Besides, the more the merrier!
