Is a Japanese show viewable in Canada?

But I'm not sure how to do that since I can't read Japanese. If anyone can please help me by explaining what it says on the 'how to' page and how and where (like a link) I can watch it, I'd really appreciate it.
I realize that the show can only be watched on some paid channels. Is it possible for someone in Canada to watch it? I have Dish Network with NHK (Ch#640) - what channel will the show air on?

It may be impossible.. I guess the shows can be watchd only by Japanese cable TV, Japanese network provider or satelite broadcasting(skyperfect tv)

skyperfect tv provides some contents in Youtube. However, I don't know the shows
will be provided.
