In general, I would say it`s probably closest to 賛成. The thing is, you don`t use it in the same way in Japanese so it is pretty much impossible to translate on it`s own.

Very often words and phrases don't translate directly between Japanese English. Just because English happens to use the same prefix for those expressions, doesn't mean Japanese also does- you would need to translate each expression individually, and I suspect you would need longer phrases in Japanese to explain the same concept as in the English.

親- is sort of the de facto equivalent for being a prefix.

But the English usage of pro- is more expansive than Japanese.
