~上と～上で。。。いったいどうやって区別しますか？

すみませんが、私は日本語の文法と問題があります。” ～上”　と　”～上に”の区別にとって、いったいなん ですか？私の教科書で説明は不十分ですので、誰が私に 教えてくれませんか？

スレタイトルとカキコの内容で質問自体が変化していま す。もう一度括弧（「」）を使用して質問し直していた だけますか。また、念のためふたつの「上」の字の読み 方（訓読み・音読み）も明記していただけるとお互いに 誤解なくやりとりできると思います。

私の質問は言い換えさせてください

「～上（ジョウ）」　と　「～上（うえ）に」　は　ど うやって区別しますか？
また、「～上（ジョウ）」　と　「～上（うえ）に」の 意味はまだ分かりませんのでちょっと私に教えてくれま せんか。

～～上（じょう） = a more formal and technical way of saying "regarding ~~", "in the aspect of ~~", etc. The ~~ part must always be a noun.

仕事上の悩み = a worry regarding one's job
経済上の理由 = an economic reason
経験上、この方法は勧められません = Speaking from my experience, I cannot recommend this method.

～～上（うえ）に = "on top of ~~", "in addition to ~~", etc. The ~~ part must be a verb/adjective phrase. It cannot be a noun.

加藤さんは英語がペラペラな上にフランス語と中国語も 上手です。
In addition to being fluent in English, Mr. Kato is also good at French and Chinese.

犯人はお金を盗んだ上に家に火を付けた。
The suspect not only stole the money but also set the house on fire.

ジョンソンさんはビールを１０本飲んだ上にワインを２ 本空けた。
Mr. Johnson polished off 2 bottles of wine in addition to 10 bottles of beer.

I'm sorry, I accidentally used に　instead of で　for the second bunpo. So it should be 「上（うえ）で」, instead.

lol I thought I changed what I was asking regarding the two grammar points; I didn't even realize that I completely changed one of the grammar points!

上（うえ）で has a few different meanings.

pertaining to ~~：
酒の上での失敗 = a blunder pertaining to alchohol
ユキコは戸籍の上では妻である = Yukiko is my wife as far as family registration　goes (but I don't live with her.)

after having done ~~：
よく両親と話し合った上で決めたい = I'd like to decide after a good discussion with my parents.
２―３日考えた上で返事をした = I replied after 2-3 days of consideration.

in order to ~~：
日本語を続けて勉強していく上での大切なポイント = important points for further studies of Japanese.
仕事をする上で必要な英語力 = English proficiency needed in doing business.

よく両親と話し合った上で決めたい
よく両親と話し合ってから決めたい
よく両親と話し合うあと決めたい
They all carry the same exact meaning?

Only the first two are grammatical and they have exactly the same meaning.
The third one makes little sense as is. It contains two mistakes if you want to correct it.

よく両親と話し合った上で決めたい > sounds more "educated"
よく両親と話し合ってから決めたい > sounds fairly childish
