what does this phrase mean? help with grammar!
 
I am taking a practice test that is based off JLPT N5 grammar. In one of the questions I came across this phrase....it says....

そして電車は安い ほうが いいですか (soshite, densha wa yasui houga ii desu ka)

What does this translate as? I have no idea what this means in English.

Also what grammar form is this based off?

"... And do you like the electric car with cheaper fee?"

or

"... And as for the electric car, do you prefer one with cheaper fee?"

SOSHITE (... and,) DENSHA WA (as for the electric car), YASUI HOU (cheaper one) GA II DESUKA (good for you?)
