lol. You know, I wouldn't have ruled that out though if I didn't see girls who were doing this either in summer or in a building or something. I just see girls staring at the ground all the time as they walk with their hair over their faces. It's just kind of strange to me.

The thing is to me if they were acting their age I'd be totally attracted to them.

Lolicon is when you mix that hotness with childishness and yet people are still attracted.

Seeing hotness and childishness should trigger the "awkward-button" in your mind. If it doesn't you might have lolicon.

But, in correct English I suppose I should say that AKB is appealing to those afflicted by the Lolita complex. This is hardly a disputed point among the majority of Japanese people.

This is a bit of a gray zone, or at least confusing zone. AKB48 is not Lolicon. Lolicon is the Lolita Complex, but in modern vernacular is also pornography depicting actresses as young girls (or actual child pornography).

This genre of pornography is called Lolicon, so it is natural to want to call anything depicting girls in skimpy outfits and "Lolicon".

The difference is that you wouldn't care so much if your 12-year-old daughter was into AKB48. However you wouldn't want her watching Lolicon porno. At the same time, you might be freaked out if your 70-year-old grandfather was into AKB48.
