Is there such thing as Tokyo Monopoly?
If there is, where would I be able to buy it from?

There's the Roppongi Hills Edition Monopoly Set. Not sure if it's sold outside of Japan though.

I see houses, hotels and.....skyscrapers? New rules allow you to upgrade to skyscrapers? (Imagine the rent! heheh)
