They're everywhere, and there's no "best" ones. They all hold the same games. I personally prefer the SEGA arcade franchise, has all the fancy new games and some sexy oldies!
speaking of which, there's an arcade in tokyo, shibuya that has only old games and a play is just 50 yen.
