In a nutshell, it boils down to British English really having an extra vowel sound as compared to North American English. I don't have the link handy, I'll have to get back to you.

In 'British English' as far as I know the 'o' in 'not' and in 'long' are pronounced the same. Well, I do anyway. There isn't really a 'British English' because of all the different types of variations which come from different accents.
