yes, there are many international schools that have 6month-1 year language programs. there are also exchange programs with colleges/universities. and then there are international universities that you can get a 4 year degree from (look up ritsumeikan in beppu, not kyoto). most programs/universities require evidence that you'll be able to support yourself in japan as well.
