I found a product called Shield pretty good.

I got a wallop after a few days and it fixed it up quite nicely still have more then half the pack left.

This is sinus medicine, but it’s antihistamine drug, so it will be effective against itchy eyes too.
When you can take capsules, this seems to be good for you.
It costs about 1600 yen.( Depends on the store).
May cause drowsiness.

If you need eye drops, (Don’t you wear contacts lenses?) , how about this?

Yeah it sounds like you have allergies due to kafun (cedar pollen). If it is severe, your best bet is to consult a doctor.

Two other helpful tips are to wear a mask, and also to brush off your clothes before entering the house to get all the pollen off.
