It's a sell-phone-strap type of a wooden bill (draft) that you can buy for 500 yen in the city of Odawara. You can show it at 77 (number growing) stores, restaurants and othet businesses to receive a special service or discount.

Actual examples:

Fashion store >> Free present for purchase over 3,000 yen.
Dining bar >> One free dish.
Grocery store >> 5% discount
Restaurant >> One free beer or soft drink
Restaurant >> Free salad
