It's the announcement of a poetry contest. This form of poetry is named Senryuu and it consists of 17 syllables.
EDIT: This time I'm not sure I gave you the kind of an answer you were looking for. I see the images of QA codes on this site but I'm being unable to figure out how they're related to the contest.
