my question is about the low of Japan

I want to study Japanese language in Japanese language school in Japan,
I know that courses starts on avail,

my question is
if I will go in February to Osaka can I have a part time job with my tourist visa to collect money for my study, or can I change my visa on February.

No. To my knowledge you can only legally work with a work visa, working holiday visa or a spousal visa. A tourist visa does not permit work. You might be able to change your visa though, but I'm not too sure on the process to explain how.
