You can make International Driver’s Permit (or International Driver’s License) on https://idaoffice.org/. You will have plastic ID card, a leaflet with the translation into 29 languages(English, Spanish, Russian, Arabic, Japanese, Portuguese, Chinese, German, Dutch, Italian, Polish, Ukrainian, Belarusian, Mongolian, Uzbek, Hebrew, Afrikaans, Turkish, Persian, Bengali, Urdu, Hindi, Thai, Vietnamese, Korean, Malay, Indonesian, Tagalog and French.) and a mobile application for Android and iOS.

You can get the translation at the Japan Auto Federation. They have offices in major cities, and are authorized to provide legal translations. The written test is easy, the driving test is not so easy. I passed on my second attempt, but a couple other test-takers were on their fifth and eighth attempts. Both failed again. You might want to take a couple practice runs on the test course, the course is open for practice on Sundays.

Translated license is not enough to drive a car legally in Japan.

You need the international driver license itself (not a permit) issued by your government. Ask your police office for the international driver license.

When I got the international driver license, it costed me JPY 2600 without examination.

Let me correct my post.

If you have driver license in Germany, France, Swiss, Slovenia, Monaco, Belgium or Taiwan, you can use translated license in Japan. For other countries than those, visiter must take international license based on Jeneva treaty.

I've got this information at the Japanese Police web site (in Japanese). This page has a link to English page which lead you to the top page of Police site.

Here is the English page of Japanese traffic rules but no description about international license there.
