There are some programs you can buy but for most you will need some C++ knowledge. To professionally make them though I suggest some college .

You can't make a game only with C++! You will need to design the graphics too! I use Maya, its the best one! And i use C#!

If you are a beginner I suggest starting off by making a game with Game Maker. It is free to try. But you need to buy it if you want to code with it. I have personally used this program for more than 3 years and I can tell you it is great. It doesn't require coding if you plan on using the free version and it comes with a sprite editor, so you can design your own 2D graphics. Game Maker can also produce 3D games, but for that I suggest another game engine.
