No no, it`s the other way around. Or rather, there aren`t any free high schools, but the least expensive ones are the hardest to get into (state run). They actually have the HIGHEST standards, and the best reputations. They`re just a sheer hell to get into. If you can`t get into one, you end up going to a private high school.
It`s pretty much the same with university. Todai is a "public" (state-run) university, and is actually very very cheap. It`s just virtually impossible to get into.
