Well, in the today's system with internet, IP's aren't that safe of anything like that anymore... If you turn off and on your broadband box thingy you will get a totally new IP, plus people can recieve IP's that have been used before, therefore being mistaken as other people (this has happened to me once).
So forums and such shouldn't rely that much on IP's. If someone tells you there has been a mistake when you tell them they have broken the rules (because if IP-evidence) they might just be right... Crazy norwegain person ノルエじんです
