A Japanese visual kei cosplay girl on the Harajuku bridge with a sign that says "Ruka Omedeto". The sign also has a bow on it, but you can't see it in this picture. The photo was taken on June 10, 2007, so it is probably a happy birthday wish to Ruka from the Visual Kei band Nightmare.
