Did you even read my post? I said most have a language requirement and unless you were planning to attend an international school, you need to know some Japanese beforehand since some classes are only taught in Japanese. According to the IES Tokyo program you mentioned there are two programs, one for Meikai University and one for Kanda University. Meikai has a language requirement of three college semesters of Japanese while Kanda (an international school like I mentioned) requires none. Neither of these schools are prestigious though.

Majority of programs have a language requirement and those that don't are usually international schools composed primarily of foreign students.
