The first person to pop into mind for me was Mireille of the series Noir. I'm sure she'd be easy to cosplay. All you'd need are: sleeveless red shirt; black belt; black boots; short black skirt; long blonde hair.

After her, I thought Usagi and Minako from Sailor Moon.

That reminds me, here's a pic of a Temari cosplayer I got at the last convention I went to. I felt it was a really good cosplay. She also cosplayed as Chun-Li and one other character, but I didn't see her on the third day to see who she dressed as.

Chieko Shirakaba from Nukku Nukku TV is blonde

Dunno if its really Anime.. but Helena from Dead Or Alive.

I can't think of her name, but there was a blonde character in Ichigo 100% . Her hair was short (not quite shoulder length, iirc) and she was a high schooler.
