In my opinion smartness is a subjective thing.
Even if the creator said that Kira was more intelligent, that's not how it seems to me. But that's just my opinion.

And Kira tried to act like a god, but he really wasn't, so that's why it's 'wannabe'.

Intelligence and craziness are two different things. He was crazy, but hell very intelligent.

Kira wished to be a god, in fact he said 'I WILL become god', but he never did in the end.

Yes, that's true.
He wanted to become a god, tried to act like one and that's what makes him wannabe. Because he failed to become a god.
