Yes, you can set up your own Manga Kissa ofcourse, but from what I've heard from my friends it's a pretty difficult process to go through.
You have to have enough money to first cover up the financial aspects, and with that there are many issues that you must face, but in the end when you're finally there, many people will show their interest. ^^
